The Logic Apps Migration Agent is worth looking at closely. It is a Visual Studio Code extension built on GitHub Copilot that guides migration teams through a structured five-stage process: Discovery, Planning, Conversion, Validation and Deployment. It is not a magic button that converts BizTalk to Azure overnight, but for teams that understand what it does and how to use it, it changes the economics and predictability of migration significantly.
Here is what each stage delivers:
Discovery: from educated guesses to evidence
The hardest part of most BizTalk migrations is not the build. It is understanding what actually exists.
Enterprise BizTalk environments accumulate over years. Receive locations, send ports, orchestrations, schemas, maps, pipelines, bindings, custom components and endpoint dependencies build up over time, often with outdated or missing documentation and institutional knowledge that sits with a handful of specialists.
The Discovery stage addresses this directly. The agent scans BizTalk project files and extracts metadata into a structured intermediate representation, cataloging artifacts and building a dependency graph. It can identify orchestrations, schemas, maps, pipelines and bindings, and perform deeper AI-assisted analysis to detect logical flow groups, map message flows and identify common integration patterns such as publish-subscribe, request-reply and batch processing.
The result is not a perfect inventory, but it is a significantly better starting point than manual archaeology. Teams move from “we think we know what we have” to “we have evidence we can plan from” faster and with less reliance on institutional knowledge that may no longer be available.
Planning: turning discovery into a migration roadmap
Once the landscape is understood, the Planning stage translates it into a structured migration plan. The agent creates migration plans per flow group, including proposed architecture, additional Azure components needed, effort estimates, artifact dispositions and identified gaps.
This is where gaps become visible early. Some BizTalk features map cleanly to Azure Logic Apps Standard equivalents. Others require redesign, and the agent flags these explicitly, for example identifying that a custom pipeline component may need to be rebuilt as a .NET local function. Finding these gaps in the planning stage, rather than mid-build, is one of the most valuable things the agent does.
The planning output also helps surface provisioning needs early: Logic Apps Standard environments, storage accounts, Service Bus, API Management, Key Vault, monitoring and connectivity requirements. Earlier visibility into these dependencies reduces the risk of delays and budget surprises later in the program.
Conversion: generated first drafts, not finished products
The Conversion stage turns the migration plan into generated Standard Logic App project artifacts, including workflow definitions, connection configuration and supporting files. Where needed, it can include .NET local functions for scenarios that require custom logic.
The key word here is first draft. Generated artifacts should be treated as scaffolding, reviewed and aligned to the organization’s reference architecture, validated through deployment pipelines and tested against expected behavior before being considered production-ready. Teams that treat AI output as a starting point rather than a finished product get the benefit of speed without sacrificing quality.
Validation: testing before deployment
The Validation stage runs generated workflows locally, tests behavior against original source specifications and flags discrepancies that need investigation. The agent can also assist with generating test cases based on discovered integration logic, giving teams better coverage earlier in the process.
Human review remains essential here. Unit and technical testing can be accelerated by AI-generated test assets, but business acceptance testing must remain with the business. Validated behavior is not the same as approved behavior.
Deployment: provisioning and operational readiness
The final stage uses Azure CLI to provision required Azure resources and deploy validated workflows. Resources created include a Standard Logic App with Workflow Service Plan hosting, a storage account for workflow state and run history, and Application Insights for monitoring, logging and diagnostics.
Operational readiness matters as much as deployment. Monitoring must be in place, runbooks must exist and teams must know how to support what has been built. A migration that ends at deployment, without handing over observable, documented and supportable integrations, has not finished.
Where human expertise still leads
The agent does not remove the need for architects, integration specialists or governance. Security, compliance, complex redesign, UAT, release approvals and cutover planning all remain human responsibilities. The agent changes where expert effort is spent, not whether it is needed.
